My way of cutoff prediction: -
I am just talking abt OBC ...dont know abt UR
Let's take 1.2.0.0.0 rank OBC candidate
I am assuming 1.6.0.0 absenties below 1.2.0.0.0
Remaining = 1.2.0.0.0-1.6.0.0 = 1.0.4.0.0
Let's assume fifty % in typing
1.0.4.0.0/2 = 5.2.0.0
Total vacancies for OBC = 5.2.2.3 (UR+OBC)
5.2.0.0. OBC rank holder after typing may get job for 5.2.2.3 vacancies
Mark @ 1.2.0.0.0 obc = 1.8.6-5
If considering the below points...
1) If absenies are more than 1.6.0.0 below 1.2.0.0.0 rank
2) Less than fifty % pass in typing
3) Some other unknown factors
Even it may go about 1.8.5 for OBC
