Plan A: Obvious. No re-exam. Go ahead with rev-cv.
Plan B: Accept re-exam but not from scratch, conduct re-exam in 1:5 or 1:10 whatever ratio by giving priority to those who already written the exam. So 99% chance that those who already got selected will be get selected. No further scam possible. Less time consuming.
