TISS aspirants, I shall post here whatever I prepare for the GD so that it shall benefit all active participants in the community. I'm an HRMLR aspirant, and I don't know the areas of testing for other courses. If it serves all purposes, well and good! Last year, it was a case study for HRMLR aspirants. It may or may not be the case this year. Let's be prepared for social and economic issues too.
Topic - SEZs and their effects on the economy
Summary of whatever I'd learnt.
SEZ is a geographical region that has economic laws more liberal than the country's typical laws. SEZs include the Free Trade Zones (FTZ), Export Processing Zones (EPZ), Industrial Estates etc. The primary goal is to attract FDIs.
Most successful of SEZs is the Shenzen SEZ in China. It's grown from a small village into a 10 million populated city in 20 years. The Indian SEZs follow the People's Republic of China model. EPZs, apart from promoting exports and earning foreign exchange, stimulate economic growth through additional investment, technology transfer and employment generation. They provide employment - skilled, unskilled, direct, indirect and for women. Women employment call for equitable growth. However, it should be ensured employment is not feminized and should not lead to exploitation of women. Theoretically, employment reduces poverty and improves standard of living. They provide on-job training skills for workers. Considering not-so-good R&D; facilities in the country, a good interface between government, SEZ, University should be made to make use of technology transfer.
Controversial aspects
Impact on labour standards, labour relations and human development (India's HDI rank in 2009 - 134 out of 182 countries). Empirically, employment doesn't really reduce poverty. A lot depends on level of wages, and accessibility to goods and services. Proper working environments, and healthy standards and safety measures must be maintained. Governments, in an attempt to attract FDI, relax labour standards and promote labour exploitation. There are bans on collective bargaining, strikes and restrictions on formation of trade unions.
There should be government intervention at various levels and pro-active policies must be introduced to ensure a level-playing field and to make full use of the various advantages of the SEZ concept.
SEZs have emerged as means to evade even more taxes! The govt has recognized this fact and is about to bring new rules for SEZs! Will post a link soon!
We can also discuss as to what problems occurred (Several SEZs could not see the light of teh day!)
