Yes, it is OK. But, you need to score decent %ile in order to compensate for somewhat low acads. But most of the colleges that you have mentioned are known not to give much weightage to acads. All the Best.. !!

1. FMS : If it's your dream, you should def apply for it and work hard to crack it. As rightly said by @visionIIM-ACL :
Don't run away from competition!! Take it head on , carve out your success and achieve your dreams!
2. MFC/MBE : Very good if you are interested for Fin/Eco. It does look for acads, so you need to score higher %ile.
3. MIB/MHROD : Cut off's are around 93+ .
4. If money is a constraint, let me suggest you few colleges with lower fee ---> NITIE, FMS, MFC, MBE, MIB, MHROD, LBS, KJ-Som, Wellingkar, UBS, BIM-T, IIT's, NIT's, etc.
5. Check the deadlines of all these colleges. Few colleges will have deadlines post CAT Results. So you can apply to them after you get your Results.

2. You are eligible to apply to almost every B-School in India.

2. But you would be asked for sure to justify all these things in the Interviews of B-Schools.

@CaTalyse Both these colleges are known for reopening their application deadlines after the CAT results are out. So, I would suggest you to wait for your CAT exam and then results and based on your scores you could then apply to either one ot both of these colleges.

1. Now don't repent over what has happened.
2. Since you will have to justify for your gaps, I would suggest you to maximise your score as much as possible so that it can compensate for everything.
3. I would also suggest you to apply to a greater pool of colleges.
4. For HR, apply to :
XLRI, TISS, MDI (If you are confident, you still have time left. Hit hard at everything and I am sure that the confidence will come)
XIMB, IMI, GIM, MHROD, IMT.
5. For Rural Management :
IRMA, XIMB
6. Apart from this, you can apply to few more depending upon how you do in Mocks and then CAT Exam. Most of the colleges will have deadlines after your Exam and few will have after your Results as well.

Before CAT results - NITIE, MDI, XIMB, Tapmi, GIM, Nirma, MFC(if interested in finance) etc.
After CAT results - IITs B-schools like VGSoM, SJmSom (if only you're an engineer)

@crku I know a guy from Pagalguy itself who despite of having not great graduation score was not only able to clear XLRI but also IIMC. SO, if he could do that I'm sure you could too :)
Just concentrate more on the CAT preparation now and forget about all these issues. You can't do much about your past academics except to think too much about them and then screwing your CAT because of this. SO, mate be positive and just remember one thing- MBA colleges don't really look for rocket science engineers, they look for logical guys who could think and act in a logical way :)

@05learner Your profile looks good for every good college except for some which gives too much weightage on overall profile and all like SP Jain. Opening an internet cafe and failing in taht is not something new and there are million of people out there who have failed and failed miserably in their first venture. So, now the question is - is this gap a negative point for your or you could somehow make that a positive in your favour?
Now, it all depends on how exactly you would be answering the interview. There's a lot of real time learning in entrepreneurship and a lot more when some one fails. Had that not been the case "Failure is the pillar of success" wouldn't always be quoted.
So, mate the circumstances would not always be in your favour, its you who should know how to face it and make something good out of everything.
