This is to throw light on the injustice being done by AICTE to the students who appeared for both previous CMATs (held in Sep-2012 and Feb-2013).
As per the notification published by AICTE for May CMAT (Additional Test), students who appeared for both earlier CMATs are not allowed to appear for May CMAT. However students who are eligible for appearing May CMAT could use May CMAT score for the entry in centralized admission procedure to be followed by respective state governments.
This is clearly not promoting the fair competition amongst MBA/MMS/PGDM aspirants. See below explanation.
1. Points from notifications which AICTE published for Sep-2012 CMAT and Feb-2013 CMAT
a. Below is what was mentioned in Sep-2012 CMAT notification published by AICTE
• AICTE has launched the National level Common
Management Admission Test (CMAT) for facilitating
institutions to select suitable students for admission in all
management programmes approved by AICTE since
2012-13.
• AICTE has now decided to conduct CMAT twice a year.
• The notification is issued to announce the schedule for
conducting first Test of Common Management Admission
Test (CMAT) for admission for academic year 2013-14.
• The students will be eligible to appear in both the exam
and best of the two scores will be used for admission for
2013-14.
b. Below is what was mentioned in Feb-2013 CMAT notification published by AICTE.
First three points are used as it is in Feb-2013 CMAT notification from Sep-2012 CMAT notification. however 4th Point was mentioned as,
"The candidates who have already appeared in CMAT (First Test) may also appear for Second Test and better of two scores will be used for admission for 2013-14."
Any Student who was eager to join good Management institute on the basis of best marks scored in either CMATs would have undoubtedly appeared for both CMATs as per directed by AICTE in notification.
Now, consider May CMAT (Additional Test) notification published by AICTE.
It says,
"The candidates can make maximum two attempts for the academic year 2013-2014 and better of two scores will be used for admission." and "The candidates, who have already appeared in both the CMAT held in September, 2012 and February, 2013 will not be allowed to appear in this test."
None of the Students who appeared for both CMATs were aware of the May CMAT (See the notification date of May CMAT; notification was published after commencement of Feb-2013 CMAT).
Hence those who missed either of the Sep & Feb CMAT are now getting additional 2 months (may be more than that but not less) to better their scores, on the other hand students who believed AICTE and Its Sep & May CMAT notification are now competing with the students who are getting much more time to study.
This is clearly violating the principle of fair competition on which our education system believes.
Hence I request you to allow all the aspiring students (irrespective whether they took both previous CMATs or not) to appear for May CMAT, and promote fair competition in students.

Respected Sir,
With reference to the above mentioned subject, I, the undersigned and an aspirant
who has appeared for Sept-2012 and Feb-2013 CMAT, would like to request you to
consider our plea to either allow us an opportunity to appear for the May-2013 CMAT
or not consider the May-2013 CMAT scores of Maharashtra domiciled candidates for
the initial CAP rounds to be conducted by DTE for various management courses in
Maharashtra. I would request you to consider following points in line with my
request:
Firstly and most importantly, the AICTE in its notification and press release dated 9th
March, 2013 clearly states the reason for conducting the May-2013 CMAT in the beginning
and I quote “On the special request of few State Governments, AICTE has decided to
conduct an additional online CMAT examination in May 2013 for admission for the
academic year 2013-2014 in order to facilitate those candidates who could not appear in the
earlier CMAT due to late notification issued by few State Governments. ” Here, I would
like to underline the fact that the basic reason to conduct the exam in question is to facilitate
those candidates who could not appear in the earlier CMAT due to late notification issued by
few state governments. Now, if we look at the notifications issued by your respected body
DTE, I would like to point out that before Sept 2012 CMAT you had come up with not one
but three notifications (dated 28.12.2011, 25.01.2012 & 23.08.2012) regarding CMAT being
the exam for admissions for academic year 2013-2014. Also, you came up with a notification
on 07.11.2012 about Feb CMAT. Before Sept CMAT you had issued three notifications and
before Feb CMAT you had issued four notifications. So, DTE, Maharashtra is not a state
department that came up with a late notification but in fact is a department which must be
applauded for its effort to create awareness by issuing four notifications prior to exam.
In DTE's notification dated 08.03.2013 it is mentioned that only those students who
could not avail two opportunities for appearing for CMAT in the academic year 2013-2014
will be allowed for May 2013 CMAT. Now, we know that it is AICTE's CMAT policy to
avail candidates with two chances to appear for CMAT, but whether to grab that opportunity
is candidate's choice. Here, I would like to again point out that DTE had issued a total of four
notifications three prior to Sept CMAT and four prior to Feb CMAT. So, It had efficiently
done its job to avail students with two opportunities prior to May 2013 CMAT. Some
students decided to grab it while some decided not to. It is not mandatory for a student to
have two attempts nor is it mandatory for DTE to see that everyone avails two attempts. Also,
notifications have been continuously published much before the academic year. God forbid
but if a condition arises that if some students have availed no attempt or one attempt even
after May CMAT, will a special additional CMAT be conducted and scores are being
considered just because they could not attempt any two CMAT?
Another aspect as far as the students are concerned is the preparation and time
available for preparation. Now, for the academic year 2013-2014 if we consider the date of
first i.e. Sept CMAT notification 01.08.2012 as starting point and May CMAT exam end date
22.05.2013 as the end point of that academic year, we have a time period of around 10
months. Feb CMAT was conducted up to 25.02.2013 which is around 6-7 months from the
assumed starting point. A special mention here to the fact that May CMAT notification had
come up after the conduction of Feb CMAT exam, so that a student appearing for Feb CMAT
had no prior knowledge that an additional test will be conducted. Sept CMAT was conducted
between 27th Sept to 1st Oct, 2012. So, a person preparing for Sept CMAT gets two months of
preparation time, for Feb CMAT gets 6-7 months of preparation period and for May CMAT
gets 9-10 months of preparation period. Now, given prior knowledge of three examinations in
this academic year & a two out of three exam policy before the best of two policy of AICTE,
any sane & serious aspirant will go for combination of Feb & May CMAT. But, the prior
knowledge was not there. So, how can AICTE obstruct anyone from appearing for the May-
2013 CMAT. Everyone willing should be allowed to compete in the May 2013 CMAT.
We have already seen the effect of preparation from the recent results of Feb 2013
CMAT as the ranking scores shot up exponentially. If we compare the Sept 2012 CMAT
results and Feb 2013 CMAT result we can clearly see the difference. My personal example
shows a ranking increase of 900% from Sept CMAT to Feb CMAT. So, a person who has
already appeared for only one of the CMAT has a clear target regarding how much he needs
to score and he has the valuable ample time to prepare for it. Meanwhile, people like us who
have unfortunately availed both the opportunities sit back like a target at the firing range and
hope that the person shooting for our score misses. A level playing field must be ensured for
us too.
While we accept the need of May 2013 CMAT for those genuine candidates who
could not give either of the CMAT because of their respective states, it is highly unfortunate
that we have been denied a chance to compete with the candidates who have already
appeared for either of the initial exams and are now given a chance to appear for May 2013
CMAT. Was it our fault that we were attentive enough to follow the timely notifications of
DTE and appear for Sept CMAT while those who chose not to appear for Sept CMAT or
were ignorant of three notifications issued by the DTE are given another chance? As it
happens, Their ignorance is not their greatest Sin or ill fate but that ignorance comes as a
bliss for them while our attentiveness becomes our greatest sin.
I again kindly request you to consider our plea to either allow us an opportunity to
appear for the May-2013 CMAT or not consider the May-2013 CMAT scores of
Maharashtra domiciled candidates for the initial CAP rounds to be conducted by DTE
