2011 me bhi do groups A and B me preferences maange gaye the. Baad me detailed preferences lete time usse null and void kar diya gaya. Iss baar detailed preferences to le liya hai par agar request theek se ki jaye to kaam ban jayega. 2010 me preferences bundled form me li jaati thi. For example agar asst. ko prefer kiya to saare assistants wale post allocate kiye jayenge aur baaki baad me. Maine chief ko tweet kiya tha ki please preference choose karne ka independence de taki css prefer karne ke baad koi chahe excise prefer kare aur phir chahe to railways. Pata nahi unhone mere kehne par aisa kiya ya apne aap hi unke dimag me yeh aa gaya ki kya sahi hai. Itni saari vacancies hai aur candidates bhi kam nahi hai. Unhe bhi maximum candidates select karne hai. Isiliye yeh possible hai ki agar acchi sankhya me request mile to woh phir se preferences select karne ka mauka de.
If people do not get the desired post(if they secure required marks) due to the preferences they opted, many of them would be appearing for the exam next time also. To avoid this process like people join and then they appear in the exam again, if get desired post -> resign from current post, now SSC again would need to fill that vacant post, will schedule exam and would be a repeated process. Better ask people for their choice after having results in front of them.

but what can be done...its upto them to decide.
will they also consider the representations because in tier1 they did not consider them.
the method you are suggesting is the best way to fill the posts because this way we can reduce the number of selected candidates appearing next year to a large extent.
this type of method is used for it and aieee.
once the candidate gets the rank he or she is aloowed to choose watever he wants out of the options available for those marks.
