When the official dates are released, do we get to choose from a set of dates or is it already assigned to us? If it is the latter option, then, are they flexible enough to let us change it to a different date under convincing circumstances or is that a strict no-no?

The interview date and location will be assigned to you. There will be no option to choose from a set of options. The IITs will among themselves try to ensure that there are no clashes as far as interview dates are concerned. However if you have clashes with interview dates for other institutes you can call up the department office and request for a change. Though, getting a change of date is extremely difficult and highly improbable, because you must understand that the admissions committee has to interview a large number of candidates and their schedule is extremely tight.
However the final decision on such requests is entirely at their discretion.
