I think they accept other standardised test scores such as CAT and GMAT. I don't knw if RAT is compulsory for everyone. You can PM @[190634:swagato1987] or @[538048:Dhaswe]. They are currently at IIMB
Yes, at IIMB, RAT is compulsory for everyone, as IIMB also accepts applications without any scores. Some areas like Public Policy and Finance had subject based written exams as well other than RAT.

Your profile is good enough.
One thing you will be asked is why you intend to do research in management instead of your own subject. Fact that you are applying to Public policy may answer that to some extent. But still prepare a good answer.
Your GRE score is old. You will have to take a fresh test. Also different areas in different institutes have specific test requirements. Do check if GRE is accepted.
@[502038:myapprentice11] got into IIMA this year in the PSG group. He had 2 years of work ex.
I had gotten offers from ISB (IS) as well as IIMB (IS as well as Marketing). I had chosen IIMB due to personal reasons.
At ISB the first 2 year course work is covered by INSEAD. You get oppty to go to Spore / France campus for some terms and rest are supposed to be covered at Hyd campus thro Video conferencing.
To my knowledge IIMB and ISB are the only 2 places for FPM/Phd where 1st year course work is not tied to PGPs. I am not sure of IIT - Phd. At IIMB though you get a chance to do PGP courses as well if interested, as breadth courses (4 required breadth course)
Based on my interactions during interviews/follow ups, I find faculties at both these places extremely good.
Go through their websites, look at faculty profiles and research and decide. I found ISB website more up to date with faculty research compared to IIMs.

Apart from that your profile is good enough for most institutes. For the top institutes, maybe some research project/paper you have done, or a very high CAT score may make you competitive. Do you have any particular subject in mind?
i think you got it right that ISB and IIM B are the only one where 1yr course is not PGP, and especially i like the IIM b : REC, DAC, that is the most important thing for research!
okay so, how about a researcher @ ISB and then pursue a PHD from foreign university! i believe one cannot get better resources than what we have in good foreign university! as getting in to a good foreign coll is a bit difficult!

Most foreign universities require only a 4 year bachelors degree but prefer a masters degree. Almost 99% people from India pursuing PhD abroad hold a masters degree. The ones who don't are IIT toppers.
In case you have a masters degree, you can RA at ISB. This experience will prove extremely beneficial in case you are applying abroad.

Getting a research role at a foreign university is tough. ISB has the best research record and facility in India. So the experience will be beneficial. You may want to read this.

Many universities do. Many don't. GRE is more common in econ and mktg programs. GMAT is accepted everywhere. GRE and GMAT are the two test scores which universities generally accept for business PhD

As I said, I have limited knowledge of the IIMB process as I never applied there. I had applied to only A and ISB.
About ISB, it is a good idea. But, foreign universities also look at your past academic records, the reputation of your masters program/institute, GMAT scores etc. So, keep that in mind while applying.
