Does normalisation depend only on top 0.1% students of each set and combined top 0.1% or does it depend on all the candidates marks?????????

i am filling IES 2016 form ..i belong to OBC (non creamy) category..
while filling the form its asking for caste cetificate "date" and this date should be before the last date of the application which is 25 March..
i have a caste certificate(with non creamy proof) dated aug 2014..it has expired (on aug 2015)as such certificates are valid only for a year..
can i use this caste certificate date while filing the form..? or i have to make another new caste certificate?
did anyone apply for igcar jrf post??...i'm having some difficulty with d application

ISM Dhanbad is conducting ISMEE 2016. the form has come. you can fill if you are not scoring good in gate 2016 and want to do M.Tech from IIT. ISM will also conduct its own test for M.Tech admission apart from gate .

Anyone facing difficulty in Part 2 registration of ESE. Although I have completed part 1, as soon as I click for part 2, one window comes up and it shows to final submit. And immediately I get an email says ' You have logged-in for filling up PART-II Registrationfor Engineering Services Examination - 2016 but have NOT YET FILLED UP AND SUBMITTED IT. Please fill up and submit the same'. Plz help!
