Ans should be C.
Reason being, Since Town Y is a beach town, more people from non-beach town will flock the town during summer that means more people from Town X is in Town Y. Since town Y people are the locals they can walk down to the beaches but Town X people have come in their cars which has led to increased number of minor accidents. Now town X people wants to get their cars repaired closer to their home, so they get it repaired only when they return back to Town X. Added to it that there are already on the average 14 minor accidents in Town X, it pays off to open franchise in Town X.

I think the answer shooud be C because the conclusion is based on the fact that there would be more or less the same traffic will be there in town Y..in other times of a n year. But C damage it by stating that " Y is a beach town and there will be very less traffic other than summer season..So the idea may not be fruitful..

Why answer can't be A -
Whereas its the most appealing choice as its simple to understand and justify BUT you have to look at option C for more solid reasoning.
There could be many reasons for defying this option but the more important thing is the option C is more appropriate.
Why is option C the anwer -
The traffic in town Y increases 4 times during summer (i.e. for 2 months) and that might be the cause of double accidents during that time period. but for remaining 10 months of the year, no. of accidents will decrease in town Y as the traffic will be 1/4th. So, it will not be beneficial to establish a repair shop in town Y.

Option D speaks of what happened 6 yrs ago and the period of study is last 5 yrs.
Option E is irrelevant
Option B spaks of a thruway exit but that does not say that it wud lead to reduction in accidents.

Option A states a "fact". It is also stated in a way which makes it clear that people, even during the the months when the survey was conducted, used to use public transport. The effect of this is, even if people use public transport, the accident rate is still 28 per month. And hence, the bodyworks company will do good business. Hence, statement A does not affect the conclusion.
On the contrary, C gives us a situation where more people visit during the summer months and the traffic density isnt high in the other months. This option clearly affects the assumption made in the statement. Hence C is the correct answer.

1. You might face little difficulty in facing this question if you dont know what is Day Light saving, so here's a little background - Daylight saving time is the convention of advancing clocks so that afternoons have more daylight and mornings have less. Typically clocks are adjusted forward one hour near the start of spring and are adjusted backward in autumn.
So, actually when sun sets at 7:00 PM, when you will forward your clok by 1 hour, you'll feel as if sun is setting at 8:00 PM. So, now at 7:00 PM, there will be enough sun-light.
With this in mind, if you'll re-read the question and options, its very easy to understand that when daylight saving time is extended by 3 weeks, for these 3 weeks there will be more sun-light and hence the people who stay away from these stores after dark will keep coming to the store. hence option A is the answer.
2. To me it seems that both option C and E are not weakening the argument. So, I'll leave this question for other sound Puys.
