Can someone explain me what this question is asking for?
If 500 is the multiple of 100 that is closet to x and 400 is the multiple that is closet to y, which multiples of 100 is closet to x+y?

The question does not tell us if the multiple of 100 is greater than or lesser than or equal to x+y. So, if you consider extreme conditions, the multiples can be 700, 800 and 900. Hence, E.

Taking 1, (x/y)^n=y^2n. n can be anything ranging from 2 . so cannot say.
Taking 2, even if we take the minmum value of 1 for y x shud have a min value of 6 and n shud have a min value of 7. the expresson becomes 6^7 which is greater th 1000.
so the anshwer is B.
