Option-A: Clear parallelism is not there with the introduction of word "so that it", its unidiomatic too.
Option-B: Same goes for B too.
Option-C: Word "would" put it in hypothetical, changes the meaning of sentence.
Option-d: quite close one, but here we are in comparison of unemployment fall between two years.
Option-E: Satisfying and better than other options.Hence, correct.

As I mentioned Option-d is quite close, but we are comparing unemployment fall between two years, the word "lesser" is most appropriate. It differentiates the fall of unemployment between two years.

For the same reason i thought D was a better option since in E it says as "to the lowest level in two years" while it should be lower (comparative degree) while dre seems to be no such contradiction in D.

Lowest is most appropriate since the fall in unemployment is quantifiable, although no numbers have been mentioned the word "Lowest" is suitable, sorry for misread.

Look at it this way. " Lowest" is appropriate because, even though the unemployment rate is discussed for the two year period, there are "multiple" (More than two) levels of unemployment. For ex: unemp rate is given out once a month in general. So, unless explicitly mentioned that its an annual rate, using "lesser" is not a good idea.

Issues with option A:
1. "suffer from anemia" seems to modify "years"
2. In this construction the part of the sentence after the comma creates the problem of FRAGMENTS

OR
