that + first form of the verb (without the 's', doesn't matter even if the subject is singular)

e.g. Chappel ruled that DADA remain(No s here, DADA is singular though) available in practice session....

OR

that + be + 3rd form of the verb

Chappel ruled that practice session be attended (3rd from of the verb) by DADA
