I see the problem with D now. Did some research and found below:
Generally, gmat does not use 'which' without commas. if you have a modifier that is not preceded by a comma - i.e., an essential modifier - then you use 'that', not 'which'.
My pick D Here "some" and "community" should be in parallel. Community is not a place therefore "where" incorrect. A,B, and C are thus out.
in E, "in which" doesnt make any sense either. Besides, who is "them". Left with D finally.
The agriculturist appears confident that her study will show that several crops that were damaged during last year's drought failed to produce sizable yields this year. A. several crops that were damaged during last year's drought failed B. several crops that were damaged during last year's drought fail C. several crops that were damaged during last year's drought have failed D. several crops that had been damaged during last year's drought fail E. several crops that had been damaged during last year's drought failed

BTW, its a good question of tenses.....
Lets go via 2:3 approach...had been, this construct onnly fits when there is sequencing of 2 events in past...so if we make a call for D/E...D goes out by this rule itself..
E...Still close by the rule..
B - Take this out...use of indefinite tense...not goes in context..
A - crops must be damaged first and then the yield should produce..it talks more of together...
C- Fits, damaged last year + have'not produced..(perfect tense).
Ideally, groups focused on environmental justice should be concerned with how new government projects will impact local populations. At Shiprock, New Mexico, a perennially powerful girls high school basketball team has become a path to college for some and a source of pride for a community where the household incomes of 49 percent of them are below the poverty level.
(A) where the household incomes of 49 percent of them are (B) where they have 49 percent of the household incomes (C) where 49 percent of the household incomes are (D) which has 49 percent of the household incomes (E) in which 49 percent of them have household incomes
call between C/D...
Has to be C..Community doesn't have the Incomes...it ain't D..
this one is unresolved.. but I am sure the answer has to either of the 2 choices: option C or option E
It was in the sonorous, reference-laden poems characteristic off his early work _____ Robert Lowell established his reputation.
"It was in the.." tells me that it is referring to something which constitutes something else.. i.e. poems constitute his repuatation..
now going by rule of thumb, "where" is used to refer places so it is not the best word to fit in..
so going by the rule of elimination only option E is left.. so it must be the correct answer
leyts substitute and check; It was in the sonorous, reference-laden poems characteristic off his early work that Robert Lowell established his reputation.

My money on C.
-> manthattan suggests that the action which is taken first should be in past tense. Here, the crops got damaged first.Hence D & E out.
-> there is a transition from past tense to past perfect tense..which conveys the idea.
PS : My understaning is that if there are two sequence of actions happening(/ed) one by one, both of them can not be in past tense.Pls correct if i am incorrect.Thanks.

PG Rocks!
THIS IS NOT TRUE..
i HAD HAD MY FOOD BEFORE WE TALKED..(2 HAD ARE FINE HERE..)
I HAD DONE OG TWICE BEFORE I APPEARED FOR GMAT...
Both are correct buddy...its the sequencing of 2 events which have finished in past..

Thanks Amsey. I marked E out considering that the event that happened first should be in past tense....while the others following it could be in any tense ( depending on the situation/requirement).

E is past perfect...right?
Its passive form..of past perfect tense (use of BEEN)...
past perfect is :
e.g. I had gone...
Key is whenever...you watch a "HAD", there must have another action happening in the past and the action associated with HAD need to be first...

Thanks for the enlightenment. Below is a snippet from manhatten ...which confirms the same :
"If more than one action in sentence occured at different times in the past ,you must use the past perfect tense for the earlier action and simple past for the later action."

my answers : 1) B & 2) C.
however for the first one,i think that instead of having 'for' it would have been better to have 'on'. What say ?

(A) where the household incomes of 49 percent of them are "of them" is incorrect
(B) where they have 49 percent of the household incomes "they have" is incorrect
(C) where 49 percent of the household incomes are
(D) which has 49 percent of the household incomes
(E) in which 49 percent of them have household incomes "of them" is incorrect
Left with C & D.. I'd go with C Though where should be used only when referring to a place, C sounds right.

OA is B) & E), I know what mistakes i did....if some one needs explaination do let me k now...
"from constitutional to tax reform" does not make any sense.... take a look at B,it will give you the hind sight...that it should be " to constitutional and tax reform ".
My explanation was correct but overlooked E option.

i guess you're right.. but what confused me was -> public transport & death penalty are two very different things .. so a "span from PT to DP" made sense.... but i see ur point!!
