B suits the best here IMO.

My Take is B)

Reason Parallelism..

Look at all the things, everything is Passive here..

Test was DEVELOPED - passive (Past indefinite, don't know when was?)
Has been attacked - passive (Present perfect, means for sure was attacked)
is being reviewed - passive (present continuous, means revision is happening right now)

perfect choice...

This problem has plenty of issues as I felt: passiveness, use of being, meaning of sentence etc. All of these together got me confused :(

"Having been" used for D causes a little concern but the clarity of meaning always wins over anything else.


instead of + noun phrase. Instead of is only a preposition and can introduce only a phrase i.e no verb


But here instead of is followed by accepting, a present continuous verb. So this is incorrect.

OK...now that you have included the spoiler of excitement of SC...the original answers, in your post, for your benefit, I will discuss :)

1. Share-as is not acceptable, Share-with is. Also, "are virtually ignored" indicates that the action is on-going and present. So, makes sense to have "have". Hence C.

2. This one is a typical "as" vs "like" scenario. And here "like" is more suited, as it goes on the lines of "similar to". When in question, replace "like" with "similar to" and see if it makes sense. If we use "as" it will mean, pearls always jump and so do genes. "like" preserves the ambiguity and similarity.
C&D; are useless, because of "others". Comes down to B and D, in D "do that move" is wrong usage. So B.

IMO: A

B - Wordy. Whatever already accommodates the ambiguity, maybe is not required.
C - whatever its merits as a proposal (vs not as a proposal ?) - ambiguous.
D - to tax by itself does not encompass for the proposal. And only a proposal can be enacted, not the act of taxing...either you tax or not tax...there is no enacting.
E - Very close contender, but "taxing" cannot be enacted. it can only be imposed or exercised.
