Without the "comma" "pre-columbian ownership" and "communal ownership" could not be related to each other. It is possible to missinterpret them as two separate forms of ownership. The "comma" qualifies the sentence to convey the meaning that: "propose a return to communal ownership..(which is nothing but) the pre-columbian ownership once respected by Spainiards."
None of the other choices relays this subtle relationship.

but the sentence echoes a contrast between 2 types of land ownership thru the 'propose to' idiom..
the revolutionaries want to overthrow pre-columbine ownership (currently existing -which is respected by the Spanish invaders) and bring in communal ownership (which had earlier existed - I say earlier existed as indicated by 'return to') ..As for the comma, I am speculating, to clearly mark out the phrase that states the proposal.. as there is a 'to' in this phrase.. which could be mistaken for the 'to' in the idiom.

So both of them are correct. But I won't say it modifies the customer.. it modifies the verb 'recieved'
