There is something else too in this example apart from the uncommon use of "that which". This sentence is an example where we need to decide where the emphasis of the meaning is. Here the emphasis is on "defiance" which happens to be similar to the one in US .... If we ignore this emphasis thing, A can as well be an answer but that would be incorrect.
Also, when we see 'similar" showing similarity between two items, more often than not, the correct form will be:
X similar to Y similar X to Y --INCORRECT
