lets start with an example..
would you say "I wish I were more perceptive" or "I wish I was more perceptive." here comes into play the subjunctive mood.
The mood of the verb "to be" when you use the phrase "I were" is called the subjunctive mood, and you use it for times when you're talking about something that isn't true or you're being wishful. or rather Wishful sentences call for the subjunctive mood of the verb "to be," so the right choice is "I were": I wish I were more perceptive.
Although it's not always the case, sentences that start with "if" are often also wishful or contrary to fact. Here are some examples: If I were in charge, I would declare every Friday a holiday.
If he were nicer, I wouldn't hate him so much.
If the ladder were taller, we could reach the cat.
a second usage of the subjunctive is as follows..
A subjunctive verb is used to express -
wishes and demands, the construction of which follows two strict rules

Ex: "Using evidence....X was concluded" is much clear in meaning than "Evidence has been used....X was concluded"
Similarly...this sentence construction requires "citing..."
A - wrong because of the above explanation
C - New Study needs to be as close as possible to the citing list. The construction of this choice is totally awkward and distorts the meaning.
D - Miss match of tense. Simple past does not agree with has cited, estimating, were cast, had not been counted. Complete passive voice construct makes the sentence wordy too.
E - Distorts the meaning that the election cited the list. Votes cast is wrong usage.
IMO: D
B is in passive form and D is in the Active form.

Problem with D is, it has changed the meaning of the original sentence.
D is having wrong use of had....It says that counting happened before all other activities which is wrong.
