yes it's in the process but it will be in effect from Nov. 2012 , whatever be the rise in salary. I also have the charter and read it, you can post it here though if you want to, but how many of the demands will be accepted , nobody knows, so better not to show us those dreams :D

have u any idea what could be the next basic basic pay of po after 10th BPS

yes settlement has not yet finalized.
it not only adheres pay scale but also --
1. 5 working days
2. reducing the diff scale to only two scale
if it happens(then scale 1 to 4 will be merged in one scale)
3. allowances increment
4. the DA increment from 85-87 to 125%
5. leave policy
6. paternity leave
7. and so on....

I know that, have read it. But most of the things won't be accepted that's also a bitter truth.
