The candidates are advised to satisfy themselves before they apply that they fulfill requirement as to age, qualification, (Final result for the qualification must have been published on or before 31/12/2011) etc and if found ineligible, their candidature will be cancelled at any stage of recruitment.
This part of 'NICL AO recruitment advertisement 2012' is equally valid for both recruiter- NICL and OICL.
PLEASE Look at the underlined bold portion of this section, taken from NICL AO advertisement.
This is the minimum passing marks. So, percentage matters in recruitment. And, they have to make sure themselves that the percentage mentioned by candidates in 'interview data sheet/ on-line application form' is correct.
Further, could you answer what the difference is in the quality of candidates- one obtained 54.9%, and another 55% at graduation/ post-graduation level? Most probably your answer would be- no difference. But to the recruiter candidates who got 54.9% are inferior and also they are not eligible, and the other is superior and also eligible.
That's the reason why they have to calculate the percentage of marks obtained by the candidates.
FURTHER IN INSURANCE SECTOR, INSURER DOESN €™T PAY ANY CLAIMS OR UNDERWRITE ANY PROPOSAL WITHOUT HAVING ASSURED OF THEMSELVES- BY SURVEYOR/ MEDICAL REFEREE. HOW THEY COULD BELIEVE YOUR PERCENTAGE OF MARKS, UNLESS THEY CALCULATE IT THEMSELVES.

55% is just the 'ELIGIBILITY CRITERIA' and in no darn case it would decide who is superior or inferior as you mentioned. They gave the interview sheet that we fill it up mentioning our
marks, i.e. greater than/equal to 55%, and that makes us eligible for an interview ONLY.
Had the graduation marks be the sole deciding factor, there wouldn't be any written exam, and they would call all those who've scored more than 55%.
All the Candidate come from different colleges, where marking patterns are different for their respective colleges, some colleges may be frugal in giving marks while some may be lenient.
It DOES NOT MATTER how much you've scored in your grads, say you have scored 60% and some other guy got 70%, you both will be clubbed together since you both have qualified the written exam.
Nobody's inferior or superior!!
A guy from Delhi university, even if he scored 55% can easily match up with a guy/girl from UP/Bihar/Orrisa/jharkhand univertisy who scored 75%... So, college and quality of education
does matter, not just marks that you get. Who knows how someone got marks.

guys i have one query....i have appeared for group E -accounts...the qualification required was B.com degree with minimum 60%....Does this 60% mean in hours i.e out of 800 or honours + pass + eng + hindi +environment all together!!!!kindly tell
In your final degree you must have scored at least 60% in aggregate, taking all the papers together...
But NICL hadn't mentioned that in their advertisement, so NICL has no legal right to restrict somebody's candidature if he or she hasn't got 55% marks in aggregate. And, If they(NICL) do so, you can sue them.

And finally, my take is... Marks in Graduation are in no affect to give your so called 'some weight' in coming in the merit list... Written + Interview marks decide. (There will be only some cases where candidates have insurance qualification, this surely adds, rest nothing)

boss, i think u r in wrong side....a student from up/bihar/orrisa scored 55% marks can easily match up with a student from delhi university who score 75%..............because these state's students awarded average marks..70% means u r in toppers...
