my take is 41 . the funda used is that 2^7 gives -1 remainder with 43

Didn't understand your question.
Infinite numbers of lines can be drawn passing through a given point, meaning that we can draw infinite lines through the point of intersection of two equal chords.
But there can be one and only one line passing through two points, meaning there will be only one line passing through the center of the circle and the point of intersection of chords
So a line drawn through the point of intersection of two equal chords need not always passes through the centre of the circle

so you will beableto weigh all weights (integers) from 1 Kg to 40kg.
