Apart from the biased panel member, there are four unbiased panel members who can vote for any of the four shortlisted candidates.

Since each of the four members can vote for a particular candidate in 4 ways, the four members can vote for the four candidates in 44 ways.

Now, the biased panel member would vote for any of the 3 candidates against whom he doesn't have a grudge, which can be done in 3 ways.

Thus, total number of ways the votes can be cast = 44 — 3 = 256 — 3 = 768
