3. For a payments bank, the access points can be its own branch, BCs or other network partners
4. High volume, low value in a technology driven environment
5. These banks would be covered under the deposit insurance scheme of DICGC, a WOS of RBI
6. Entities eligible: non-bank pre paid payment instrument issuers, NBFCs, corporate BCs, mobile telecom companies, super market chains, companies, real sector cooperatives and PSEs.
7. Have to adhere to Basel 1 requirements
Payments and small banks will be restricted to hold maximum balance of Rs 1 lakh per customer. The minimum paid up capital for these banks is Rs 100 crore.
