While calculating diff deficits like( Fiscal,Primary),do we always assume that budget in consideration is a balanced one? Because everywhere we got equation for fiscal deficit=borrowings... Help me guys... and relation bw Budget deficit and Fiscal deficit? Fiscal Deficit= Budget Deficit+ borrowings is that correct?

I've finished NCERTs. Just took a glance at the Ramesh Singh pdf. It seems more like a history of Indian Economy in more detail than in the 11th NCERT. Is it necessary to read it? Can't I just go to the economic survey?

Administrative seems self explanatory. Non departmental includes railways, electricity etc
