For Character Certificate and Identity Certificate, is it okay if I get them issued from Branch Head of Bank Of India?

I went to my nearest bank for character cert, in which I have account from years and the manager refused.. He said "I don't know u how can I sign".. Now I am like.. I hate the world

Hi there, I've got 3 queries.. Firstly, do the names, contact no.s and address of the referees needs to be filled ny them in their own handwriting or can we fill their details ourselves? Secondly, do we have to make the 4 photocopies of biodata after filling the form, or do we need to make 4 photocopies of it first and fill each separately? Third, I'd got my character certificate from clg today but they committed an error of missing a single digit which is 0 from the beginning of my roll no and registration no! Will that create a problem or should I get a corrected character certificate tomorrow? Pls rply. Thanks a ton in advance.
