I think you can use all the above. It's an idiom which means comparison of two entirely different things. It's used to mean that there are no similarities between two entities.

COMPARE TO is used when only similarities are taken into account.If similarities and differences are considered,then COMPARE WITH.
The above is purely a context based usage.Practically,they are interchangeable 😃

My take-
1.The sentence begins with "among the many reasons" and then goes on to specify.So the sentence,IMHO,should begin with a "was".That leaves us with options A and E.
In E however the latter part of the sentence is wrong as the sentence says-"constituents".So,the verb following it should be plural ie "were"
The answer therefore- A. :D
