There is a type of figure of speech called PERSONIFICATION.In that case,we can assign human emotions/characteristics to inanimate objects/ideas.I hope I clarified your doubt.:D

In the above two quoted phrases, the only difference lies in where you wish to place more emphasis.

If it's particularly on 'occasional failure' on words, place it right after words. ('..but words sometimes fail me')

If it's particularly on situations where words fail you, begin the phrase with sometimes. ('..sometimes words fail me')

But, yes, both are grammatically acceptable forms.

And 'b)' is the most appropriate use in the given context.

Had you used the adverb (sometimes) after the verb (fail), that would have been wrong.

No, it's right.

Carefully comes under adverb of manner which answers the question "How?", and are generally placed after the verb.

Similarly, sometimes belongs to adverb of frequency and AOF, as I earlier said, can come in any part of the sentence depending upon the emphasis you wish to put.

What I wish to say is that if we do not go too deep into the types of adverbs and all, the base or simplified rule is to use it before the verb.
But then, position of adverb is just not limited to the aforesaid simplified rule. It depends on the type of adverb, what kind of verb is there, et cetera.

So, yes, your quoted part is correct. :)
