1. with 'make' we do not use 'to'. e.g.: ..makes me go crazy!!
2. '..decades before these substances have disappeared from the atmosphere. ' when we wish to convey/express the time period before the completion of a future action/event we use verb-I + past participle (for next clause). e.g: there is still time left before he has achieved his goals. time before i have cleared cat. wait before it is done.
ps: pardon if something is incorrect but i think the point is clear. also, some grammatical rules r a little difficult to digest at first. ;)
