The panel narrowed the field of applicants to the three ______ it thought WERE best qualified for the position. . . . The three applicants were best qualified for the position. . . The three applicants = THEY . . . THEY ( not THEM) were best qualified for the position.
As we are using THEY,WHO will be used in the question. :)

PARLIAMENTARY is a valid word.It is an adjective.

like consider theis sentence "More than three fourths of them were in the refugee camp."...now if i pick a part of sentence "were in refugee camp"..so i shud insert they ...but it is them in the sentence and not they...so which part do we pick up to decide?
