Issue date shold not be prior to ...... ?

I have an OBC certificate in SSC prescribed format dated dec 2010...I got it renewed in march 2014 but that is not in prescribed format, only a letter with signature and stamp of SDM on it ...it simply says 'this is in countinuation of previous OBC certificate and you do not belong to creamy layer' ....because they say OBC certi is made only once in life time....is it going to create any problem???? Please, guide me
