I have refrained from posting on SSC for the new Chairman, SSC, to settle down. SSC is not the same as it was prior to 2009 when only a few lakhs of candidates took the examination every year. I left in early 2013 with over 1.5 crore candidates taking the examination each year. It takes some time to read the previous files and Manuals and discuss the procedures and practices in order to understand how things are down and how things should be done. Otherwise one cannot be successful in SSC because of the huge expectations from the aspirants. A Secretary to the Government of India does not normally read the files and notes generated by the Joint Secretaries and briefings by them are adequate. Alas, in SSC, the two Joint Secretary level officers available today- Members- neither do not have the capacity or the inclination to assist and advise the Chairman competently; otherwise, SSC would not have faced major issues in 2013-15. Therefore, it befalls on the Chairman to read everything by himself id he wants to be successful and it takes time. A few steps taken by the present Chairman are in the right direction. Informing the candidates through periodical posts on the website is praiseworthy. However, I do not know why a few select candidates are taken into confidence and used as the medium for conveying information in social media. Any information is welcome but it should be from authentic official channels. SSC, NWR is somewhat active on FB, the only source of official information so far about SSC, however incomplete, opinionated, or based on limited understanding his FB posts are. I strongly urge the present Chairman to be on FB or Twitter in official capacity. The twitter handle @SSCCHIEF was operated by me officially and SSC was a pioneer in using social media for conveying official information. There was also a link to to the twitter account from the SSC website. There is no reason why intermediaries are needed to convey information to the job aspirants in an era social media. Courtiers will sing the praise of the king only as long as he is in power and decry him as of low IQ afte he ceases to be the king! Then, they will start singing the praise of the next king. Placing the OMR copies on the website and allowing downloads at a nominal cost is a commendable step. I did place the scanned data of OMR sheets on the website for a few months in 2010/11 but could not continue it due to limited storage on NIC servers and the cost associated with purchase of new servers. Placing the marks on website started in 2010 and placement of the scanned data of OMR sheets in public domain helped in identifying a scam in the making in one of the centres and post examination analysis was started immediately thereafter. For some strange reason my successor discontinued the analysis. However, OMR sheet data is not only for use by the concerned candidate but also by others who can identify issues and highlight to SSC officially and through the social media. SSC should explore whether the downloads can be made free. Recruitment by SSC to the post of AAO in CAG Offices was under discussion since late 2009. I am happy that it has finally happened in CGLE 2016. A word of caution to the aspirants though. Know about the post, departmental examinations to be passes for career progression and promotion prospects before opting for it in preference to, say, ITI or AEO or ASO. The post of Senior Secretariat Assistant is the redesignated post of UDC in the Central Secretariat. I am rather surprised that DEST is not prescribed for the post when CPT is compulsory for its promotion post of Assistant Section Officer. Several thousand aspirants are unhappy about the date of reckoning of age in CGLE 2016. As per DoPT Guidelines it should be 1st January 2016 whereas the Notice mentions the date of reckoning as 1st August 2016. As per DOPT Guidelines the date of reckoning of age should be 1st January if the examination is held or commences in the first half of the year and 1st August if it is held or commences in the second half of the year. If there is a mere qualifying examination followed by the main examination (AS IN THE CASE OF CSE), the date of commencement of the main examination is considered to decide the date of reckoning of the age, In the CGLE there is no Preliminary or Main Examination. The Examination has three Tiers and Tier I has weightage in the final selection unlike CSAT. Therefore, the date of commencement of Tier I should decide the date of reckoning of age. It is only on this premise that in 2011 and 2015 CGLE special dispensation was obtained from the DOPT by me and my successor respectively when Tier I was held in the second half of the year and candidates becoming overage between 1st January and 1st August would have suffered because of the delay in the notification of the examination. In the CGLE 2016 the situation is different. Tier I Examination is in May, 2016 and the date of reckoning of age limit ought to have been 1st January. I would like to believe that the mistake occurred because of cut and paste adopted in copying from the 2015 Notification. SSC should issue a corrigendum immediately rectifying the mistake. Otherwise, it will unnecessarily face agitations and representations as it happened in the 2015 examination. The Chairman, SSC, will be unnecessarily put on the defensive, which possibly his lieutenants want. It was his predecessor who suffered because of the wrong decisions and not any other officer. Nobody even knows the names of Members. For the aspirants, the Chairman, SSC, is the SSC. If the present incumbent understands it most issues in SSC will be solved in no time at all. I sincerely hope that the SSC, DOPT and PMO will take note of this issue and resolve it immediately.
