Option B defines what a home loan is which is not needed at this stage of the Para and cannot conclude it too.
Option A is not relevant to the last line as such directly.
Option D is talking about shopping of veggies and groceries jo matter of concern nahin hai in the para.

Firstly, A talks about interest rates and uss point ko starting of para main hi of less importance declare kar diya hai.
