[2010-12] Discussion thread for TISS HRMandLR GDPI call getters

Guys,

I got a chance to browse through 'Essentials of Organization Behavior' By Stephen Robbins.

Found it very interesting and informative.

It talks about Individual Behavior, Group Behavior and Organizational Behavior of an employee with some current Indian examples.

I Hope this reading is relevant and would suggest other aspirants to give it a read if time and circumstances permit.

Unique Identification Authority of India (UIDAI)
Objective:
Once fully operational, the scheme will, besides facilitating financial inclusion, ensure better governance and improved service delivery so that
the targeted group of people is actually benefited by the schemes implemented by the Centre and States.

Chronolgy
On June 25, 2009 the Cabinet approved the creation of the position of Chairperson, Unique Identification Authority of India (UIDAI).
On July 30,2009 the Prime Minister has also constituted a council under his chairmanship to advice the UIDAI.
On October 22, 2009, the Government constituted a Cabinet Committee on UIDAI.

Features:
1) The UID number will only provide identity:
The UIDAIs purview will be limited to the issue of unique identification numbers linked to a persons demographic and biometric information.
The UID number will only guarantee identity, not rights, benefits or entitlements.
2) The UID will prove identity, not citizenship:
All residents in the country can be issued a unique ID. The UID is proof of identity and does not confer citizenship.
3) A pro-poor approach:
First phase Indias poor and underprivileged communities enrolled in NREGA, RSBY and PDS.
The UID method of authentication will also improve service delivery for the poor.
4) Enrolment of residents with proper verification:
Proper verification of their demographic and biometric information.
UID may be the first form of identification to much of the poor and underserved population which lacks access to identity documents.
5) A partnership model:
Uses existing infrastructure of Government and private agencies across India.
6) Enrolment will not be mandated:
The UIDAI approach will be a demand-driven and not a mandating enrolment.
7) The UIDAI will issue a number, not a card:
The Authoritys role is limited to issuing the number.
8 ) Process to ensure no duplicates:
Registrars will send the applicants data to the CIDR for de-duplication.The CIDR will perform a search on key demographic fields and
on the biometrics for each new enrolment, to ensure that no duplicates exist.
9)Timelines:
The UIDAI will start issuing UIDs in 12-18 months, and it plans to cover 600 million people within four years from the start of the project.

Trivia:
1)Nandan Nilekani is currently the Chairman of the Unique Identification Authority of India (UIDAI)
2)Mr. R.S. Sharma has been appointed as the first Director General of the UIDAI(Jharkand IAS cadre)
3)The UIDAI would be headquartered in Delhi. It would have its Technological Centre in Bangalore.

Relevance:
With central govts budget expenditure of more than 39% on Social sector and with everyone agreeing that not much is actually reaching
The deserved, UIDAI is considered as a Project that can change the face of Indian Social welfare spending, there are lot of hopes surrounding this ambitious project.
If successfully implemented, this would be the best thing that can happen to Human Resource Management in India.

Thanx for this imp information.if u have any information regarding to NGO plz share it.:)

UID will only issue a number? Sure about this?. Then who'll issue the cards which will have the biometric info of the holder on it? Afterall if the citizens don;t have a card, how will they benefit from the scheme?

U-ID will surely go a long way in ensuring that only the targeted people get the benefits of any scheme! It will also create jobs, encourage IT, and help in better monitoring too!

For PI, do prepare your graduation subjects!

Hey I am pretty much sure abt this.
Offcourse most of the factual data is taken from Economic Survey of India. So, it is bound to be true.

The responsibility of UIDAI is only to generate a number.
Infact Nandan Nilekani long back talked abt this.

Then the Govt. will facilitate with other agencies to work out distributing Cards.
For ex: BARTRONICS(Bartronics India Ltd.) is working on this project on Pilot basis in UP.

The toughest part in to ensure that there are no duplications in entries and that would be handled by UIDAI.

Hope this makes things clear...

UIDAI not planning to give ID cards at this point of time. Please check the official site on UIDAI..Unique Identification Authority of India The FAQ section is really very helpful and gave an overall brief about the agency and the project...

I also found this site called BusinessDictionary.com - Online Business Dictionary.. Helps in brushing up economic and financial concepts and definitions..

man at first u must know that everyone in a race wants to lead it.so,everyone needs better answers..........as i can't see urs.u can't blame it on anyone....this is human nature and besides that u termed about the link...as per my thought every aspirant over here has very less time and a lot of things to read.....one can't go outside to buy books at this moment..and what difference it makes if someone uses a pirated link.as everyone else is using that .if u will be a saint in today's corrupt world .....u will get nothing..........and even there is no moral attached...........do u get yourself as a saint.

Some trivia on LABOUR REGULATION :
Need for Amendments to Industrial Dispute Act of 1947

Almost all international studies conclude that Indias labour regulatory structure does not have the flexibility commensurate with a buoyant, growing economy.

For firms in the organized sector having more than a certain critical number of labourers it is extremely hard to retrench workers or downsize the labour force.
At first sight this looks like a pro-labour legislation, one that protects the interests of workers.
On the other hand, it can be argued that most potential firms are far-sighted enough to realize that, once they become sufficiently large in terms of employment, if they later need to retrench workers because the demand for their product slacks off, they will not be able to do so easily.

This is likely to prompt them to remain small or not go into business at all, since all laws also play an expressionist role whereby they affect behaviour beyond the actual ambit of the law.
Hence it is arguable that our labour laws, such as the Industrial Dispute Act of 1947, if appropriately reformed, can lead to a greater demand for labour, and through that improve economic well-being of workers.

There are two different ways in which workers can gain power.
1)One is through the conferring of rights to them
2)By creating market conditions that result in greater demand for labour and thereby increase the ability
of workers to ask for more and realistically expect the demands to be satisfied.

In India, while there has been appreciation of the former, justice has not been done to the latter.
The need is to bring these laws into the public space for open discussion and the weighing of the available
Scientific evidence and then take decisions based on what emerges from such an exercise.

-Kartheek

The main purpose of the various labour laws in our country is to ensure that companies don't start treating labour as mere resources i.e., hiring them when the need arises and firing them when the demand slumps! Such actions are characteristic of pure capitalist societies and will not help in creating stability in the country though they may lead to a spurt in demand of labour...

Though as per the recommendations of the economic survey, all the parties should be open to discussions 😃

Duplicate post

Zain Imfy, You make a fair point there. But there is another argument which says that the country loses out on competitiveness due to these archaic labour laws. In fact there is increasing clamour for labour law reforms and mainly from the industry as rightly pointed out above in this thread.

The laws might prevent a lot of things but firms find ways to deal with this - Contract labour is one such example, outsourcing another ..

Anvesh
