Thats the best approach in my opinion. Take each one of the choices and deny it and see what effect it will have on the conclusion. If the conclusion gets totally defeated...then thats your assumption right there.

My answer is E.. because WE can correctly find the answer only if there is no loss of salt from ocean..

Lets talk about the second sentence. It says Industralists didn't encourage intervention;argument says- its simple... how can they support intervention if the cost of intervention born by government is more than the profit they( industralist) earned.
How can we make the argument redundant??
if we can prove that cost of intervention was not paid by industralist, but by someone else. Choice (B) exactly does that.

LEts talk about other options...A, D and E can be easily eliminated.
(C) tries to tell that money will be recovered from future profits, which we might say is correct option however it can be eliminated as it is talking about the stability of profit beyond war-time.
