I wud choose option A bcos the budgets for two terms are compared considering the rate of inflation to be constant.But when the inflation rate is high then the outgo would be more but when the inflation is low then the outgo would be less.But this doesn't mean that the state is spending less.So the conclusion will become flawed when the inflation is taken into account.
