My take is option 'E' too, it very clearly states the inference of the passage.

Answer is A.

The local government office had limited funding. They could not offer jobs to all applicants. So much so that they had to reject even highly qualified applicants.

The only conclusion is - they received application far in excess of jobs available. Unable to accomodate everyone, they are rejecting even the highly qualified ones.

All others are not backed by evidence in the stimulus.

The contra-positive statements mean this:
If A, then B that implies if If not B then not A.

It's like: If it rains then I will eat chocolate.
does this statement means that if it not rains then i won't eat chocolate? or I ate chocolate then definitely it rained?
NO it dosen't mean. there can be many reasons why i ate the chocolate. raining is just one of the reasons, not the only one.
But it definitely means: I didn't eat chocolate then it must not have rained.

Using this logic, we get:
If not D then not C
If not C then not B
and if not B then not A
from above 3 statements if not D then definitely not A.
so answer is C.

C,D and E are all crap. you can't infer these from the argument.
B is a very tempting answer. infact even i marked this when i did this ques long back but reading the argument once again we get..."we are forced to reject many highly qualified participants" now this dosen't mean that the gut who received letter is highly qualified.
and it definitely says A is true. demand is more than supply.

I wont go with B, C or E. The statement doesn't say anything about the effect of an event not happening. That leaves option A and D. D is beyond scope.

I have started my GMAT Prep 1 month ago.I have taken up an ebook for Critical Reasoning - Powerscore.LSAT.logic.reasoning.bible.
The book seems to be very good .It clears a lot of concepts & presents a very different approach on how to go about CR.But it has so many chapters & topics like- LSAT Formal Logic Deconstruction , Conditional
Reasoning, Cause and Effect Reasoning , Weakening concepts based on conditions,Causality and Strengthen Questions,Assumptions and Conditionality,Assumptions and Causality.


I have no idea whether I should do all the above mentoned stuff or not .Some seems fine like - cause & effect types ; but still I am not sure about it.
So , if someone can suggest me what should I do , then it would really help.
