3. Option C Option C and E looks good. I feel the sentence sounds better with the use of word "whether". However the grammar rule says that incase of "IF" (other than If....than) replace with "Whether". Dont think there is any such rule for "that" and "whether". I am confuzzled....:shocked: I will chose Option C.

Option-d: Here "during" sounds like continuous and we are referring some event which has been done already. It doesn't go along with the verb and the noun which has been referred "Smith".
Option-E: Here the word "Over" gives you a hint about the context of the rest of the non-underlined sentence.Matches with the verb "rescued" and define the parallel sentence with verb "returning", "adding" by the noun "Smith".

Here, option (E) is the correct option. Here's the POE: Option (A) - "after having its inception" is incorrect. It should have been "since its inception.." the sentence construction seems that the inception is happening and not already happened. Hence this is wrong Option (B) - This seems to say that Smith began in 1992, which does not make sense grammatically. hence incorect Option (C)- this seems to suggest that the period was beginning for 11 years, which again is wrong Option (D) - this seems to suggest that during 11 years there was a period which began in 1992, which is again incorect Option (E) - seems to be the most appropriate option, though personally I think things could have been better.
Ideally, the correct option would have been "For almost 11 years after it was incepted in 1992, Smith..."
PS: Just my two cents: This quesiton is not a typical GMAt type question. I am not sure what your source is but this definitely is not from OG 10/11 or 12 and neither from Kaplan nor Princeton. So I really doubt whether this is a typical GMAT problem.

I think the important part of the question is- cannon shooting dead chickens at airplanes is a subject or canon can be taken as a subject?If the entire phrase can be taken as a subject then option A seems to be fit else E.
