Option A and option E are close oens.. rest can be removed after first glance..

considering the underlined portion in option E, I discarded this as well.. so left with option A, which is correct ;)

Other than C, the only choice which is kind of misleading is A but the use of "be" indicates the event to happen in future but the sentence is in past.
Other choices are either wordy or awkward or both.

subjunctive words/mood.. make the use of "that" unavoidable..

correct answer is option C
option D contains tense error. it should be "were" for "to an earlier time"

the answer to ur previous question (president Carter's directive) should be option A rather than option C.
Would u be able to disclose the source for that question, because u said the correct answer is C, but it doesn't seem so.

i suspected so.. though u're probably aware, i would like to point out that 1000SC's have few incorrect answer keys.

Even though i don't claim that i'm 100% right in case of directive wala question, i'd (very humbly) advice u against depending only upon those answer keys or the discussions here to validate the answers.

The shang is given as Plural and used also as plural...

so "ITS" is a wrong refernece here? / Shouldn't it be "their"
