choices C and D look same to me, and thats my answer as well.
A-'it' is not a proper referant as it is not clear whether its referring to cable modem or connection

I think the answer is option C; you 'signal' 'something' and that 'something' should be placed next to 'signal'. Waiting for the correct answer....

My two cents:

"X enough to Y" is used when the emphasis is on Y. "So X as to Y" is used when the emphasis is on X. For example, "I am tall enough to touch the ceiling" implies that the focus is on the fact of being able to touch the ceiling. "So tall as to be able to touch the ceiling" implies that the focus is on the fact of being tall. (Source: Manhattan)

IMO E.

Here the first six months is simple past and last 3 months to present is present perfect, so we need have in thesencond half of the sentence.
