Big question is: IS They in D refers to Journlist or Power station..
Rule says any pronoun after comma refers to preceeding noun...but in case of conjunction..(BUT, AND etc..) refers to the subect fo first clause...here...the subject of the first clause seems to be Journlist..and They should ideally refer to Power station...
I seriously don't know as why "Nuclear" is dropped from power station in last option..

IMO option E is correct, 'they' in this context engenders ambiguity. A, C & D because we can't use WILL with 'think' ie journalists are not certain. Out of B & E i chose E for removing ambiguity

I think the answer should be "C" "think" is not req. as its the journalists "view"...D & E are out. I think whenever its "OR" its always selecting one of the two ways and both should complete the sentence correclty taking each on of them separately.
So, A & B is gone as comma will make the sentence like this- A) that they will be made.... that they or could be made.... wrong Similarly for B.
