a.) If Chris and Jad met, they discussed mathematics
b.) If Chris and Jad met, they would discussed mathematics
In explation part of it, it is given that first sentence is actual ( something which has happened actually) whereas as second sentence is hypothetical due to fact that it contains word would.
Both the sentences are beginning with If ( If Chris and Jad met ) which creates a doubt , then how can one say that Chris and Jad actually met

First thing here. "Immune to" is correct usage and not "immune from". That eliminates A and B.
Option E has multiple usage of pronoun "it" and it is very awkwardly placed. Also, the second "it" is not necessary and rather has no noun to refer to.
This leaves us with option C and D.
With option C, problem is the usage of "as being". Further, C uses "has" and D uses "had", indicating a difference in tenses used. If we read the sentence completely, a past tense is required to indicate that the ozone layer is no more believed to be immune to xyz..

I guess most of the people will quickly pick D because of the parallel structure (setting... establishing..) But my doubt is that in that case we would be comparing apples with oranges.
The sentence would then be like this "setting up a corporation requires more X than Y" as if X and Y are both required to set up the corporation. But here we don't intend that. We have to compare between the paperwork required while setting up a corporation vs that required while setting up a proprietorship.
Hence we must say it as follows:
"setting up a corporation requires more X than what it requires to establish Y"
Hence IMO B should be the answer.

I feel that grammar has as many exceptions as there are rules. I would suggest voracious reading and exhaustive practice for this section which works the best.
The correct parallel structure is Said that X and that Y. this leaves choice B & E. The option E gives the correct answer because of two reasons. First, past tense (The health commissioner said ) is used and second clause (despite the recent illnesses, it will try to prevent) indicates the future tense. Therfore would is the correct form.
