There are news that there was some misprinting in the question paper codes in some papers at some centres in delhi. Delay in answer key is not because of any court case or blank OMR.
SSC is trying to match the faulty paper codes with the actual question paper. They can't release the answer keys when they don't know the paper codes of some sets . If SSC can't separate these faulty paper codes OMR sheets than there might be exam in delhi for some centres or all centres. If they can correct the problem internally than answer keys will be released.
JUST TRY CALLING OR VISITING SSC HQ SAYING THAT THERE WAS A PROBLEM IN YOUR QUESTION PAPER CODE.......YOU MIGHT GET THE ANSWER FOR THE DELAY..
when one of my friend whose centre was in Rohini visited the HQ they replied that the are working on the issue.
RTI reply received today. Same reply same vacancies ! Don't live on false hopes prepare for interview and get the most you can this time . If interviews are conducted ! Cutoff for IP will not go beyond 440 I think .450s can expect IPs easily ! All the best for results !

My analysis for cutoff for NIP considering less vacancy= about 410
Below is data of 2014.Last candidate of UR got around 400 marks with rank 15,000.
This year vacancy are half therefore rank required for NIP is nearly 5,000. Last year this rank was secured at 430 marks. So required marks =430 if the difficulty level and candidates number same.
but this year difficulty lvl very high so drop of 20 marks. 430 - 20 = 410.
Topper got 539.75
Candidates above 530 Marks are 2
Candidates above 520 Marks are 5
